ElevenLabs Review 2026: Pricing, Free Plan Limits and Our Verdict
Our ElevenLabs review covers the October 2026 plans from Free to Business, what the free plan really includes, how Eleven v4 changes the voices, and who should pay.

This ElevenLabs review comes down to one point: it is the voice generator to try first in 2026, but the free plan is only a test drive. You get 10,000 credits a month (roughly 10 minutes of speech) and no commercial license, so anything you publish or sell needs Starter at $6 a month or higher. Every price below is from ElevenLabs’ own pricing page, read on October 23, 2026.

Summarize this article with:
We did not run a lab benchmark for this page. It rests on the vendor’s pricing page and Eleven v4 announcement, a short list of public user ratings, and the usual advice that works for any voice tool: paste your own script and listen before you pay. Where a number comes from the vendor and not from us, we say so.
What ElevenLabs is and what Eleven v4 changed

ElevenLabs started as a text-to-speech service and now sells three families of products. ElevenCreative is the part most readers use: text to speech, speech to text, voice cloning, sound effects, dubbing, music, and some image and video tools. ElevenAgents builds conversational voice agents for support and sales, and ElevenAPI exposes the same pieces to developers.
The latest release is Eleven v4, published on September 28, 2026. ElevenLabs calls it its most emotive model, and says it ranked first on Artificial Analysis’s voice leaderboard and was preferred by about 75% of listeners in its own blind tests against competing models. Those are the company’s claims, not ours. What is easy to check on the product side: you can steer delivery with inline tags such as [laughs] or [whispers], the model supports more than 90 languages, and an instant voice clone needs only about 10 seconds of audio. A lower-latency variant, Eleven v4 Turbo, targets voice agents.
ElevenLabs pricing in October 2026
The pricing page shows US dollars, excludes taxes, and uses one shared pool of credits for every product. On the top-quality models, one text character costs one credit, and one minute of audio is about 1,000 characters. That is why 10,000 credits equals roughly 10 minutes.
| Plan | Price per month | Credits per month | Minutes of speech (about) | What changes |
|---|---|---|---|---|
| Free | $0 | 10,000 | 10 | Text to speech, speech to text, sound effects, music; no commercial license |
| Starter | $6 ($1 first month until Nov 1) | 30,000 | 30 | Commercial license, instant voice cloning, Dubbing Studio, 20 Studio projects |
| Creator | $22 ($11 first month) | 121,000 | 121 | Professional voice cloning, additional credits |
| Pro | $99 | 600,000 | 600 | 44.1 kHz PCM output through the API, 192 kbps audio |
| Scale | $299 | 1.8 million | 1,800 | 3 workspace seats, team collaboration |
| Business | $990 | 6 million | 6,000 | 10 seats, low-latency TTS, 10 professional voice clones |
| Enterprise | Custom | Custom | Custom | Contract terms, SSO, priority support |

Two details matter more than the headline prices. First, annual billing means you pay for 10 months and get 12, which works out to $5 a month for Starter and $18.33 for Creator. Second, on paid plans unused credits roll over for up to two months (your balance can reach three times the monthly quota), but cancelling or downgrading forfeits them, and the Free plan has no rollover at all.
The two promotions on the page are time-limited: Starter’s first month at $1 is labeled “Until Nov 1”, and Creator’s first month is $11 instead of $22. Treat them as introductory offers, not the normal price. If you cancel, the subscription stays active until the end of the billing cycle, then the account drops back to Free and unused paid credits expire.

Is ElevenLabs free? What the free plan really gives you
Yes, there is a permanent free plan, and it is generous enough to judge the product. You get 10,000 credits every month, access to text to speech, speech to text, sound effects, voice design and music, and 3 projects in Studio. Audio comes out at 128 kbps.
The catch is the license. The pricing page lists the commercial license as a feature that starts at Starter, so free-plan audio is for personal testing. If the voiceover goes on a monetized YouTube channel, into an ad or into a product you sell, upgrade first. Free credits also do not roll over, so a quiet month is simply lost.
If you only need a quick voice for a one-off clip and do not want an account, a browser-based reader may be enough. Our guide to free AI tools that work without signing up lists the options that need no registration.
Which plan fits which job
- Hearing what it sounds like: stay on Free. Ten minutes is plenty for comparing voices on your own script.
- Voiceovers for videos, podcasts or audiobook samples you publish: Starter, because it adds the commercial license and instant voice cloning. At 30,000 credits that is about 30 minutes a month.
- Cloning your own voice at high fidelity, or producing hours of audio: Creator. Professional voice cloning starts here, along with 121,000 credits.
- Selling audio, running a studio or shipping an app: Pro and above. Pro adds higher-quality API output; Scale and Business add seats and team features.
Start on monthly billing until you have measured how many credits you really burn. Regenerating a line five times to get the right intonation costs five times the credits, and that habit is where most budgets go wrong.
Voices, cloning, dubbing and music
Text to speech that acts the line
Text to speech is still the core. With Eleven v4 you can describe the delivery in plain language or add tags for laughter, a whisper or a background sound, and the model follows them more closely than earlier versions, according to ElevenLabs. Older models stay available and use credits differently: some fast models built for the API cost between 0.5 and 1 credit per character. Always test names, acronyms and numbers, because that is where synthetic voices give themselves away.
Voice cloning, and why consent matters
Instant cloning is included from Starter and works from a short sample. Professional cloning, which needs longer recordings and gives a closer match, starts with Creator. Only clone your own voice, or the voice of someone who has clearly agreed. Using an AI voice is not illegal in itself, but imitating a real person without permission, or using a clone to mislead people, can break privacy, publicity and fraud rules, and the rules differ by country and state. This is general information, not legal advice.
Dubbing, music and agents
Dubbing Studio, available from Starter, translates a video while keeping the original speaker’s voice, and ElevenLabs shipped a second version of it in May 2026. Music generation carries a commercial-use license from Starter as well. Agents and the API sit on a separate pricing tab with a different grid, aimed at businesses. If your goal is a finished video with narration, you can pair a voice tool like this with one of the best AI video generators, several of which include their own voices.
What users say, and how much to trust it
Public ratings tell two different stories. On Trustpilot, ElevenLabs showed 3.1 out of 5 from 1,169 reviews when we checked on October 5, 2026. Reviewers praise the voice quality and cloning, and complain about customer support, billing and a support chatbot that stands between them and a person. The app listing we checked on the French App Store showed 4.8 out of 5 from 1,877 ratings the same day. We have not re-read either score since, and Trustpilot blocks automated checks, so look at both pages yourself.
An app rating mostly measures whether the tool is pleasant to use, while Trustpilot tends to collect complaints about support and charges, so the gap is not surprising. We do not average the two, because that would produce a number that exists nowhere. The recurring complaints are worth planning around: credits go fast when you regenerate, paid credits expire on cancellation, and the free plan carries no commercial license.
What is better than ElevenLabs?
It depends on what “better” means. ElevenLabs aims at realistic, expressive voices, not at editing. Murf AI leans toward a production studio with layout tools for voiceovers, Descript edits audio and video by editing the transcript, and Play.ht is another synthesis service worth a listen. Fliki bundles voices with automatic video creation from a script. None of them replaces a ten-minute test with your own text.
The sensible method is to feed the same paragraph, with the same awkward names and numbers, to two or three providers, then compare the sound and the price for the minutes you will actually produce each month. If you want no-cost voice and video experiments in the meantime, see which free AI video generators still work in 2026.
Our recommendation
Open a free account and run your real script through several voices. If you like the result and you publish content, move to Starter for the commercial license, and only choose Creator when professional cloning or volume justifies it. Pay monthly until you know your credit use, then switch to annual billing to get two months free.
Our pick for most creators
Start free, upgrade to Starter when you publish
Starter is $6 a month (the first month was $1 on the page until Nov 1) and adds the commercial license plus instant voice cloning.

Frequently asked questions
Is ElevenLabs free?
Yes, for testing. The free plan gives 10,000 credits per month, about 10 minutes of speech, with text to speech, speech to text, sound effects and music. It has no commercial license, which starts at the Starter plan.
How much does ElevenLabs cost?
On October 23, 2026 the monthly prices were Free $0, Starter $6, Creator $22, Pro $99, Scale $299 and Business $990, with Enterprise on request. Introductory first-month offers (Starter at $1 until Nov 1, Creator at $11) were running. Annual billing charges for 10 months instead of 12.
How many times can I use ElevenLabs for free?
There is no fixed number of generations. The limit is 10,000 credits a month, and one character of text costs one credit on the main models, so you can generate about 10 minutes of speech in total, split across as many clips as you like. The credits reset each month and do not roll over.
Is ElevenLabs trustworthy?
It is an established company with a large user base, and its pricing page is clear about plans and license terms. User ratings are mixed: 3.1 out of 5 on Trustpilot (1,169 reviews on October 5, 2026), mostly about support and billing, against 4.8 out of 5 on the French App Store listing. Check the license and credit rules before you pay.
What is ElevenLabs good for?
Realistic voiceovers for videos, podcasts and audiobooks, voice cloning, dubbing a video into other languages, sound effects, music, and voice agents for customer support. Developers use the API to add speech to apps and games.
What is better than ElevenLabs?
No tool wins on every point. Murf AI is built around a voiceover studio, Descript edits audio and video through the transcript, Play.ht is another text-to-speech option, and Fliki pairs voices with automatic video. Compare them on your own script and on the price for your monthly minutes.
Is using an AI voice illegal?
Not in itself. Problems start when you clone or imitate a real person without permission, or use a synthetic voice to deceive people. Laws vary by country and state, so use your own voice or a voice you have written consent for. This is general information, not legal advice.
Does ElevenLabs work in other languages?
Yes. ElevenLabs says Eleven v4 supports more than 90 languages, and a cloned voice can speak other languages while keeping its identity. Quality still varies by voice and language, so test a short sample of your own text before producing a long one.
